Proposed founding charter.

  1. Purpose: lawful, peaceful civic research, consultation, institution-building and development; no predetermined settlement.
  2. Authority: Congress exercises only powers explicitly established through an approved charter. It has no asserted governmental or territorial jurisdiction.
  3. Approval: document the adopting parties, authorization basis, review procedure, scope and effective date before any authority becomes operative.
  4. Leadership: defined terms, documented selection, succession, review and removal procedures; no indispensable individual.
  5. Operations: Secretariat coordinates approved work with defined budgets, accountable owners and records.
  6. Independent audit: protect access to necessary records, independent reporting, conflict controls, and safeguards against retaliation or operational interference. Appointment, removal and budget safeguards require charter approval.
  7. Financial controls: approved budgets, segregation of responsibilities, documented transactions, conflicts disclosed, independently reviewed accounts.
  8. Evidence: retain sources, contrary evidence, uncertainty and independent review. Publication requires explicit authorization.
  9. Protection: confidentiality, personal-data minimization, civilian safeguarding, protected complaints and lawful activity.
  10. Accountability: regular performance reports, complaints process, documented corrections and periodic charter review.

Continuity and unresolved mandates.

The SC-CA proposal, proposed 200-member Electoral College, White Paper programme, existing consolidation work and international correspondence remain distinct. No automatic dissolution, merger or renaming is proposed here.

  • Which body authorizes the founding charter, and through what documented procedure?
  • How would Congress coordinate with the SC-CA and Electoral College without claiming overlapping mandates?
  • How are delegates selected, reviewed and replaced?
  • What are the independent audit office’s appointment, removal, budget and protected reporting safeguards?
  • Who authorizes external civic correspondence and publication?

These questions must be resolved and approved before the proposed institutions exercise consequential authority.
