Behind every constitutional argument, political position, and negotiation proposal are human lives. Ten years of conflict have left thousands dead, families displaced, children out of school, communities traumatized, and institutions weakened. Any serious effort to resolve the Southern Cameroons question must confront that human cost directly.

A Partial Record of the Dead

The Global Campaign for Peace & Justice in Cameroon, working with the Centre for Human Rights and Democracy in Africa (CHRDA), announced the Partial List of Reported Deaths from 2016 to 2026 on 6 October 2026. Their release describes approximately 4,000 entries, about half named, and says most are civilians. The list also records armed separatists and members of defence and security forces.

The release cites broader estimates of approximately 6,500 to 10,000 or more deaths. Those estimates are not a verified final total, and the approximately 4,000 entries are not the total death toll. The record remains incomplete; organizers invite missing names for cross-checking.

Every Entry
Represents a Life

Statistics describe the scale of a conflict. Names preserve the humanity of those who were lost.

Where available, the database records a name, location, date of death and victim category. Some entries also include occupation, age or other identifying information. An unidentified entry still represents a person whose identity and story may remain to be established.

The organizers describe a compilation using AI-assisted searches and manual checking of news and online material, including social media, with duplicates removed. Inclusion is a reported entry; it is not a judicial finding or independent verification by SC Clarity. Read the method in the release.

Why Documentation Matters

The organizations identify three purposes for releasing the record:

Remembrance

Acknowledge those killed and the suffering of their families and communities.

Accountability

Retain information for future investigation, historical documentation and accountability.

Peace and Healing

Support acknowledgment, apology, reconciliation and discussion of a political solution.

Documentation should not become another instrument of propaganda. It should help establish facts, preserve memory, and support accountability regardless of who committed the abuse.

04 / Civilian protection

Civilians Must Not
Become the Battlefield

Human-rights reporting documents civilian harm involving state security forces and armed separatist groups. Each reported incident requires evidence and fair investigation; the identity of an alleged perpetrator does not excuse abuse. Read the Global Centre’s country analysis.

No political objective justifies the deliberate targeting, kidnapping, extortion, intimidation, or killing of civilians.

Peace cannot be built by deciding that some victims matter more than others.

05 / Toward a peaceful process

The Human Cost Strengthens
the Case for a Political Process

Casualty documentation cannot substitute for legal analysis or establish a particular constitutional conclusion. It makes the urgency of a credible peaceful process visible. This page does not prescribe independence, federation, integration or any predetermined settlement.

After ten years of violence, continuing ambiguity is itself costly. The objective must be to move from recurring conflict toward a peaceful, documented, legitimate, and implementable political settlement.
