This direction requires credible institutions, reliable infrastructure, skills, market access and lawful financial safeguards. Agriculture, food systems and selective manufacturing should strengthen towns, cities, employment and domestic resilience alongside services. Foreign direct investment should be assessed for capability transfer, responsible terms, local benefits and transparent public accountability—not treated as guaranteed funding.
